I thought the flooding was due to the water table rising, so a wall would only give limited protection. Not sure where it's at now, water tables do shift and move through time. Right now, I don't think flooding is a serious risk causing postponed games or serious damage to the ground. The light issue can easily be fixed, either translucent panels or sodium lamps. The roof may need strengthening to fit translucent panels. Without a huge demolition project I can't see anywhere in the city a new ground could be built. Maybe somewhere out of town or on the outskirts but how would that suit the fans for the better?
