So lower divisions teams shouldn’t be allowed to spend money they can afford to better themselves? Money they’ve created through their own inventive revenue streams. Very quickly we will become one of the lower league teams, which by your logic means we shouldn’t be allowed to spend?

If he's got the wage bill down to an affordable level, and doesn't breach any rules moving forward, he will be untouchable to the regulator, so it's absolutely imperative that he's defunded or we'll never see the back of the idiot. Season tickets are his next big revenue stream so these need cutting off as they will allow him to survive.
