I think it may be that the Act (primary legislation) has been passed, but some sections wont come into effect until statutory instruments / regulations (secondary legislation) are passed. The SIs are likely to include detailed rules, but are quick to pass through the Commons, and can be altered easily.

Only that Nottingham City became unitary (and therefore separate from Nottinghsmshirr county) in early 1990s. City ground hss been outside Nottingham City boundary for ages -

... and i think Forest's name comes from them originally playing at the Forest Rec north of the City centre, before they moved For clarity, WBridgford (where Forest's City Ground is located) is in Rushcliffe Borough, which itself is part of the county of Nottinghamshire (where there is 2 tier local government). Notts County's Meadow Lane ground is in the City of Nottingham area (unitary authority, single tier local government). Though the boundaries and structures may change over next few years due to local gov reorganisation. -

Not read it in detail, but I think its in section 100: Commencement (1) Subject to subsection (2), this Act comes into force on such day or days as the Secretary of State may by regulations appoint. (2) This section and the following provisions come into force on the day on which this Act is passed— (a) Part 1 (and Schedule 1); (b) Part 2 (and Schedules 2 and 3); (c) paragraph 7 of Schedule 5 (and section 20 so far as relating to that paragraph); (d) sections 88 and 90 to 94 (and Schedule 11); (e) paragraphs 1 to 4 and 9 of Schedule 12 (and section 98(1) so far as relating to those paragraphs); (f) sections 99 and 101; (g) any other provision of this Act so far as it— (i) confers power to make regulations, (ii) imposes a duty or confers power to make rules, or (iii) is otherwise necessary for enabling the exercise of a duty or power within sub-paragraph (i) or (ii) on or after the day on which this Act is passed. (3) Regulations under subsection (1) may appoint different days for different purposes. (4) The Secretary of State may by regulations make transitional, transitory or saving provision in connection with the coming into force of any provision of this Act. (5) Regulations under subsection (4) may make different provision for different purposes. (6) Regulations under this section are to be made by statutory instrument. Section 91 is the bit which requires that regulations under the Act must be made by a statutory instrument in Parliament. So it looks as if some sections of the Act may not come into force until further regulations have been made via a stat instrument passed by Parliament.

Trouble is, new housing development has to mitigate for a flood event with a probability of 1 in 100 years - and the standard of that mitigation is only getting more and more demanding because climate change is increasing the frequency and severity of such events. -

Probably been asked already, but coukd DR walk and claim breach of contract for repeated late salary payments - so if he is out of contract another club doesnt have to pay compo to sign him?

Correct. In reality ACVs dont usually give much protection. Its a sort of right to offer to buy, slowing things down. Sometimes works well if a community has funding to buy say the village pub under threat of change of use. If its in a relatively high flood risk zone, that would likely limit its redevelopment potential tho.
