I suppose the EFL doesnt really have any jurisdiction over individuals, apart from stopping them getting involved with other clubs. The clubs are the only entities they can hammer. Not sure they could pursue individuals as bad ownership isn't technically criminal in most cases. Not saying that's right of course.
