    From the engagement panel minutes from March which are on the official site, Alastair Wilson stated this... The conversation moved to general maintenance of the stadium. AW explained that Hillsborough has different structures relative to each individual stand and each year each stand has a specific annual report, any maintenance works are then conducted following these inspections in order to be fully compliant with regulations and the issuing of a Safety Certificate.

    Guessing it's all to do with entering and exiting ground. Stoke were on top and bottom last week so no issues releasing both together as same fans.
