This seems to pose more of a threat to Textor than Chansiri. It might turn the heat up on Chansiri, but we still need a viable buyer to come forward that lacks the sort of baggage that starts alarm bells ringing. I dont fully understand the Palace situation, but if Textor was part of the reason that they ended up in the Euro competition that nobody watches, the Authorities are hardly going to wave any bids through without dissecting them first.

The EFL may be holding things up, but does anyone really think that Chansiri will suddenly start bringing in players on or near the £7k a week maximum anyway? If we are due for the drop, why not do it with a squad of young inexpensive players rather than experienced free agents on around £30k a month? The OP is right, other than the ommission of the associated decrease in the market value of Chansiris asset. Unless Chansiri drops his price the club will never sell and the only direction we are heading is downward.
