Not sure if HMRC get involved with part payments or not but I would definitely be asking ACAS this question and see what they say. They specialise in employment law and should be advising you on what can and can't be done

This may have been asked before... But have non football staff involved ACAS. Are they receiving at least national minimum wage when they get these part payments. If not then HMRC
